第一部分 关于xxx “观”的译法
近几年来，我国陆续提出“科学发展观”、“新安全观”、“新文明观”等提法，有一定翻译难度。
科学发展观---scientific outlook on development
倡导公正、合理的新秩序观---call for the establishment of a new just and equitable order(“观”似可不译出)
以平等互利为核心的新发展观---new thinking on development based on equality and mutual benefit
推动树立以互信、互利、平等和协作为主要内容的新安全观---foster a new thinking(原为 concept) onsecurity featuring mutual trust, mutual benefit, equality andcoordination
主张形成以尊重多样性为特点的新文明观---foster a new thinking(原为concept) on civilization that respects diversity
新能源观 --- new thinking on energy development
在以上语境里，“观”字代表一种看法、视野和角度，而不是对原有概念重新定义。“观”字一般对应的英文有：concept, thinking,outlook, perspective,approach等。以往翻译当中concept一词用的较多。但该词意味着对原有观念的内涵重新定义，含义是新XX观与传统观 念有着本质区别，采用新观念就要推翻传统观念，另起炉灶。比如提出“new concept ofsecurity”就意味着对安全的内涵重新定义。而concept用在“新文明观”里则是不太适当的。“新文明观”不是着眼于对文明重新定义，而是 提倡文明多样性和文明对话。thinking表示对某一事物的想法和观点，在以上词句的翻译中，较之concept更贴切些。

*outlook:习惯的，内在的，与世界观的“观”不太一样，
*科学发展观（胡锦涛思想），专有名词，要写进党章宪法，十分重要。用thinking和concept不合适
*concept of, outlook on, 前面加the；没必要大写。（三个代表英文大写）
*西方古代也由科学发展观，但与现在的概念不太一样
*新华社通稿很少用outlook，不利于外国人理解，concept，approach更准确些
*要写入党章，最好用thinking
*outlook词有点小，concept更好一点
*outlook可大可小，不会错
*新文明观：new thinking/perspective on……
